What is Park Safe?
The ‘Park Safe’ initiative incorporates all of the mobile and static closed-circuit television (CCTV) camera technology we use at the North Essex Parking Partnership (NEPP) to help deliver a safe and well-managed parking environment to our customers.
Our Park Safe cameras support the vital work of our Civil Enforcement Officers (CEOs) during foot patrols, by being able to manage difficult areas more effectively and efficiently. They also reinforce the positive messaging we deliver as part of the educational, school-led 3PR initiative.
Our Park Safe cameras can be further identified as our ‘Park Safe Cars’ and ‘Park Safe Schools’ cameras.

What are the Park Safe Cars?
The Park Safe Cars are the mobile CCTV camera technology we use at NEPP. They are unattended CCTV camera systems integrated into fleet vehicles.
What will the Park Safe Cars do?
The Park Safe Cars patrol specific parking restrictions across the Partnership area. These parking restrictions are limited to:
- School clearways,
- Bus stop/stand clearways, and
- Red routes.
What legislation are we operating under?
We carry out our duties through delegated powers from Essex County Council, according to the Traffic Management Act (2004). This allows for enforcement to be carried out using ‘Approved Devices’ for a limited number of parking restrictions.
